摘要(Abstract)：

国际非政府组织一直以来对气候变化条约体系的发展都起着重要的推动作用,然而目前的气候变化条约却并没有明确规范非政府组织的地位,致使非政府组织只能通过非正式的活动发挥影响。文章从条约解释的角度出发,结合已有的国际实践,对未来的气候变化条约中非政府组织的地位进行建构性的探讨,认为应当将非政府组织的活动纳入气候变化条约体系的规范中,为它们提供参与决策的渠道,并且加强非政府组织在气候变化条约争端解决中的作用。
